Yes, it started in Germany. That cathilics called now Christmas three, and we called New Year tree, like tradition war borned in territory of modern Germany. Tribes, that lived few thousands years ago, strat to celebrate fastival of New Year. In this day young boy and girl send prizes (fools or weapon) and decorated threes. After spread of the tribes on all Europe, this tradition hit in other countries and become popular around the world.
