War in the ordinary sense is a conflict among political groups, especially sovereign states, carried on by armed forces of considerable magnitude for a considerable period of time. In this sense, war is not sharply distinguished from peace. Conflicts between states may be carried on by diplomacy, economic pressures, propaganda, subversion, or other forms of intervention without the use or even the threat of armed force. Even if armed force is used, its use may be on such a small scale or of such short durationas in suppressions of mob violence or insurrection, colonial expeditions, and reprisals by large against small statesthat it is not called war. The progress of war and peace between a pair of states may be represented by a curve: the curve descends toward war as tensions, military preparations, exchange of threats, mobilizations, border hostilities, and limited hostilities culminate in total conflict; and it rises toward peace as tensions relax, arms budgets decline, disputes are settled, trade increases, and cooperative activities develop.
