Future Simple. The auxiliary verb will is used at the beginning of the question before the subject.  

- Can he swim well?

Present Tense, a question with the modal verb can. This verb remains unchangeable and goes before the subject.

- Is he working in the library?

The Present Continuous. The verb to be is used in the form Is, which is the initial word in the question. Participle 1 is used after the subject.
