The history of the park begins in September 1933, when work began on the organization of a recreation park in the forest near Rabochaya Slobodka by the workers of Izhevsk plants. The park project was created by architects A. S. Korobov and E. P. Benevolensky. A few months after the start of work in the spring of 1934, the park was landscaped with flower beds, pavilions, gazebos, kiosks and dance floors. The buildings of the Green Theater and the summer restaurant were built on the shore of the pond. The official opening of the park took place on August 6, 1934, at the confluence of a large number of city residents. In December of the same year, the park was named after the Soviet statesman SM Kirov. In 1935, a parachute tower appeared in the park. There was also a monument to Joseph Stalin.

During the Great Patriotic War, the park was used to form military units heading for the front. During the war years a metal fence was built around the park. In 1948 an entrance group was built for the park.

In 1975, the Punishing Sword obelisk was installed in the park in the year of the celebration of the 30th anniversary of the victory in the war in honor of the 313rd Petrozavodsk rifle division, which was formed in Izhevsk in 1941 in the park.
