It had begun as a dream but now it was a walking fantasy.

The first part of the sentence is Past Perfect (had begun) and the second part of the sentence is Past Simple (was).

Past Perfect is formed with the help of the second form of the auxiliary verb to have had and with the help of the third form of the verb.

Past Simple is formed with the help of the suffix ed for regular verbs and irregular verbs take their second form (to be was / were. We use was for singular and were for plural).
